The tireless creativity of "the doctor has background as worker and farmer"- Mr. Hoang Duc Thao and his colleagues made Busadco passing the local boundary to have influence on the national and international stature.

Being the businesses, they have the same points such as: Producing and doing business with profit, contributing to the beauty of motherland, nation and serving people. But with Busadco or Mr. Hoang Duc Thao, it has different points: Busadco is the scientific and technological business. Also from that sand, also from the stones and cement, they silently create works related to ecological environment protection for the quality of our life and for the sovereignty over sea and islands of the country.

Statistics published by the world's scientists warn that: If the sea level rises 1m, about 10% of Vietnam's population will be directly affected; approximately 90% of the areas for rice field in Mekong delta will be completely flooded; more than 4% of Vietnam’s territory will be permanently flooded. It means that about 20% of communes in the country and over 9,200km road are wiped out. And, the Red River Delta, including Thai Binh province is also seriously affected.

Facing this situation, in 2013, Thai Binh had a bolt action which has not carried out by any coastal provinces so far, with two best points: the whole of dykes facing the beach with tens kilometers and dyke surface are hardened by longest concrete and the fatest construction time. The investment cost was more than one billion dong. However, that was only a solution in the short term. In the long term, apart from planting the mangroves, reducing the exhaust emission causing the greenhouse effect, using ecofriendly material to contribute to against the climate change which was the main reason causing the rising of sea level. It was extremely necessary to make a design of making the assembled embankment base for protection of shore and dyke to serve the coastal economic development strategy of the province in the new period.

Sharing with his poverty homeland, from the coastal city of Vung Tau, , Mr. Thao was anxious about a really bold solution which he cherished in his heart for a long time, despite its adventure: Experimenting on the model of assembled embankment base for protection of shore and dyke in Thai Thuy and Tien Hai districts. Thai Binh province - his homeland has only more than 50 km of coastline and dozens of km of dyke. Despite of being solidified, dyke system of Thai Binh province is primarily located on the weak sand foundation so it does not ensure the safety, especially in the rainy season. Meanwhile, the climate change and the stuation of rising sea level were a challenge not only for Thai Binh province but also for the whole country, the region and the world. Professor and Doctor Ngo Tri Vieng - a leading expert on Vietnam dyke assessed the works of studying and applying the new technology in the field of protecting dyke carried out by Mr. Hoang Duc Thao- Doctor with background from farmer and worker: “BUSADCO’s solution of embankment base for protection of shore and dyke is a high preeminent solution compared with Viet Nam traditional technology solution so far. It is made of fiber reinforced concrete which can prevent corrosion and abrasion of sea water. Besides, its structure is sustainable and stable. The structure is not shifted horizontally nor backwardly but vertically. Therefore, embankment base is always at a stable location. Specially, for our country’s coast, we need to encroach the sea to expand the farmland, aquaculture, the embankment base had a great impact on sea encroachment.

There were many people warned Mr. Thao that the geology and oceanography in Thai Binh province were not simple. But he and his colleagues have owned new technology so why not? With his willpower, energy and heart to his homeland, the project of assembled embankment base for protection of shore and dyke proposed by BUSADCO to the leaders of Thai Binh province was officially launched with its investment expenditure of 39 billion dong – only a half price compared to other businesses offered for this project. However, to make sure the safety for construction of assembled embankment base for protection of shore and dyke, Mr. Thao himself had to answer his own questions, including: How to prevent the dyke from being overturned, or the dyke is lost? And the most important is how to prevent the subsidence. These questions were rised from the field because according to Mr.Thao’s opinions, for weak ground base, mechanical method could not come to the hardest layer due to as deeper layer is weaker than the upper ones. Of course, he always believes in his colleagues and believes in his ability.

Before Ground Breaking Ceremony to contruct the assembled embankment base for protection of shore and dyke in Tien Hai and Thai Thuy district, Mr. Thao visited, offered incense in front of the ancestral tablet of Mr. Nguyen Cong Tru – a well known military personel and politican who recruited the people and founded the village more than 2 centuries ago to create Tien Hai district of Thai Binh province and Kim Son district of Ninh Binh province as today.

The commencement date was without any banner, flag or the attendance of authorities. Regardless of day or night, as long as the low tide, Mr. Thao and his colleagues worked silently. They bet their honor and business reputation on each concrete component. In a mission to Thai Binh province, after visiting the works constructed by BUSADCO, the President Truong Tan Sang praised for BUSADCO’s enterprising spirit in applying scientific and technical progress to serve people and step by step conquering nature to serve the country. This was the great honour for every staff, engineer and worker to promote the tradition of solidarity, creativity, research and application of many works serving the welfare of the people, the plan of the country for a Vietnam prosperous.

Thus, Thai Binh province is the first coastal province of the whole country took a lead in protecting the sea dyke with new technology. This is a preparatory step to cope with the status of rising sea level due to climate change.

Talking about the importance of Thai Binh’s dyke line as well as the long term significance of assembled embankment base for protection of shore and dyke of BUSADCO, Mr. Nguyen Huu Rong, member of the Provincial Standing Committee of the Party, Director of the Department of Agriculture and Rural Development said: Thai Binh province selected BUSADCO’s technology to make the embankment base for protection of shore and dyke of BUSADCO due to it was precasted with high technology, good quality and sustainability, it is also convenient for construction with reasonable price.

At Dong Minh and Nam Thinh commune (Tien Hai district), One day, the workers and engineers of BUSADCO constructed 50 meters of dyke averagely. Only counting the width from dyke base to embankment with average 70m, with estimated 4,000 meter of overall length of the project, Dong Minh and Nam Thinh communes shall expand 28 ha of land which can be used for tourism services and tree planting, afforestation out of the dyke. And if coastal communes in Thai Binh which having weak dykes applied technology of BUSADCO as in Dong Minh and Nam Thinh communes, the value of society, economy and environment brought by the project shall be really great. Since the assembled embankment base for protection of shore and dyke of BUSADCO shall protect the safety of dyke base and dyke roof when the sea level is rising and it is strong enough to protect the dyke base from the hurricane of the sea. At calm sea, the assembled embankment base for protection of shore and dyke of BUSADCO shall make the livelihood for fisherman. It is not mentioned the benefit of concrete components if they are applied in the coastal defense works and island construction which shall contribute to protect the sovereignty of the island and the sea of our homeland.

For more than 10 years striving persistently with keen thought, dynamism and creativity Mr. Hoang Duc Thao has researched science originated from the reality of life, "doctor comes from farmer and worker" and his colleagues invented more than 30 scientific works, including 23 works applied in the field of technical infrastructure and environmental protection. All the products were improved step by step and used in 48/63 provinces and cities of the whole country. BUSADCO won 17 invention Patents and Useful solutions issued by the Ministry of Science and Technology, 5 Certificates of Appropriate technology issued by the Ministry of Construction which allowing these products to apply in the whole country as well as export. The company was rated A grade in finance for 10 consecutive years. More than 80% of revenue was arised from scientific and technological products. And the noble titles of Labor Hero rewarded by the President to Ba Ria – Vung Tau Urban Sewerage and Development Company (BUSADCO) and the General Director Hoang Duc Thao were the deserved recognition and encouragement. This was also a case of both individual and the first scientific and technological enterprise in the country received these noble titles.

Whoever meets him, listens to his confiding also admires the willpower and fortitute of a man from a farmer: “I could not join in University to study as my friends at the same ages because of the difficulty of my family. Being mature from the technical workers in construction industry, I clearly understood the difficulties and hardness of workers. When becoming a leader of the business, the motivation urged me was how to make the workers working less hard in production and how to improve their material lives and spirit day by day. Looking back on the past, we were really proud because of we have contributed to the achievement of economic social development, environmental protection and satisfied the expectation of the Party, Government and people. BUSADCO researched and applied science and technology to serve practical life of the people and public activities, to protect the urban and rural environment. All BUSADCO’s products are serving the community. In spite of being the rich or the poor, they are benefited from BUSADCO’s research and application achivements”

Dr. Hoang Duc Thao - the scientist comes from the homeland of " Chi Hai Nam Tan" who dares to think, dares to do, dares to be responsible ... turned the impossible things into possible ones. Because his purpose when embarking on research, it was not striving to achieve a record or become a celebrity but creating a lot of new products for application in the field of technical infrastructure construction, environmental and sea islands protection and for the national sustainable development. The most important thing to him is that the useful solutions that he and his colleagues created though applied in urban and rural areas and islands are also effective are for the quality of our life and for sacred territorial sovereignty of the fatherland. Dr. Hoang Duc Thao- General Director of Busadco deserves to be the nucleus of creativity, doctor of farmers - "doctor comes from farmer and worker ".
