For last years, Ba Ria – Vung Tau Urban Sewerage and Devlopment One Member Limited Company (Busadco) has grown ceaselessly and developed rapidly. Busadco was conferred the title Hero of Labor and many other noble rewards by the President. To get such accomplishments, it is thanks to the Talented Captain - Labor Hero, Dr. Hoang Duc Thao - Chairman cum General Director of Busadco. He is the person who has owned three Vietnamese records including: "The person has the most projects winning prizes of scientific and technological creation organizations; the first Vietnamese won the most prizes of international scientific and technological creation organizations; leader of scientific and technological enterprise winning the most prizes of national and international scientific and technological creation organizations.” and hundreds of great awards

Labor Hero, Dr. Hoang Duc Thao

Mr. Hoang Duc Thao was born in 1960. After finishing high school, due to his poor family situation, he was apprenticed to a mechanic in construction at the technical worker training school in construction Bac Thai). When graduating from the school in 1979, he worked as a leader of the structural steel team, the reinforcing workshop, the reinforced concrete enterprise of the Construction No. 10 Company (MOC) – he took part in building Ha Tien cement factory in Kien Giang. From 1981 to 1984 he studied accountant with the major of capital construction at the Construction High School No. 7 (Thu Duc, Ho Chi Minh City). After graduating, he worked as a Chief of Financial and Accounting Department, the Construction Joint Venture Enterprise - Department of Construction, Special zone of Vung Tau – Con Dao; From 1987 to 1991, he worked as a Chief Accountant of the Enterprise. In 1992 he worked as Chief Accountant of the Construction Enterprise No.1 - Hodeco Investment and Construction Company. From 1993 to 1995 he continued to work as the Chief Accountant and then became the Deputy Director of Management Unit of Construction Projects - DOC of Ba Ria - Vung Tau province. From 1995 to 1997, he worked as an Executive Head of Project cum Director of Management Unit of water supply and drainage project of Vung Tau City. From 1997 to 1999, he worked as a Deputy Director of Management Unit of urban infrastructure construction investment projects in Ba Ria - Vung Tau province. From 1999 to 2003, he worked as a Deputy Director of Management Unit of urban drainage and environment project using ODA fund in Ba Ria - Vung Tau province. From 5/2003 - 8/2003 he worked as Director of Management Unit of urban drainage and environment project in Ba Ria - Vung Tau province. From 9/2003 to 8/2008, he was promoted to the position of Director of Ba Ria - Vung Tau Urban Sewerage and Drainage Company. And since 9/2008 he has held the position as Standing Committee of the Party, a Cell Secretary – a President cum General Director of Ba Ria – Vung Tau Urban Sewerage and Devlopment One Member Limited Company (Busadco).

Because of growing up from the team of technical workers on construction, he understood thoroughly the difficulties of the workers. Since then he bettered himself to become a leader of the business. With his heart, love, justice and capacity, he has steered the business to develop strongly, helped the workers to work less hard and to improve their physical and spiritual life. His passion for scientific research also came from the heart to the worker, the sharing of joys and sorrows with the worker and the responsibility of a leader to their physical and spiritual needs. These displeasing and pressing of unsolved environmental problems also motivated and gave him the moral strength in research and creation process. Since September of 2003 when becoming the Director of Ba Ria - Vung Tau Urban Drainage and Sewerage Company (the forerunner of Busadco); because of being displeased and pressing with the scene of workers who had to work inside the hazard sewage, he immediately started researching and experimented the scientific project "Sewer cleaning winch machine”. This project won the third prize of Vietnamese scientific and technological creation in 2004. This was his first scientific project which motivated him to get more success in the following scientific works. 

Up to now, Busadco has invented more than 30 scientific projects, in which, 23 projects were applied widely; 21 products were issued the patent and utility solutions; 15 products were approved in the list for establishing Vietnamese standards by the Ministry of Science and Technology. 09 Certificates of Appropriate Technology Solution were issued by the Ministry of Construction and allowed to be widely applied over the country and exported; 07 Certificates of products satisfying national quality standards were issued by Vietnam Standard and Quality Institute – Directorate for Standards, Metrology and Quality; Busadco currently has 06 technological plant built in all areas of the country: in the North of Viet Nam, there is one plant located in Dong Anh - Hanoi, one is in Kien Xuong – Thai Binh; in the North of Central, there is one plant located in Vinh City, Nghe An Province; in the South Central, there is one plant located in Nha Trang; in the East of Southern, there is one plant located in Ho Chi Minh City and one located in Ba Ria City; We are preparing to invest more plants in Western provinces of the South and Da Namg City. Through the annual development, the titles and prizes for Mr. Hoang Duc Thao - the Chairman cum General Director have been more and more. Most recently, in 2014, he together with Busadco successfully applied 4 themes and all of them are issued the Certificate of National Standards, the Certificate of Appropriate Product to Vietnamese Standards and the Certificate of Appropriate Technology Solution such as: the Theme “Research and application of Busadco precast reinforced concrete technical trenches with thin walls for cable and piping distribution in Ba Ria – Vung Tau Province”. This theme has been applied in projects in urban areas in the province. In particular, it has been applied outside the province in the following projects such as: The renovation project on Nguyen Hue street, Ho Chi Minh City; the urban project with the area of 36ha in Thu Thiem; the improvement project of urban roads in Hung Yen City and the Medical Center project in Thai Binh province. Another one is the Theme “Research and application of precast reinforced concrete and fibrous concrete channels with thin walls for technical infrastructure in urban and rural areas of Vietnam”. The product has been applied widely in Ba Ria - Vung Tau, Nghe An, Vinh Phuc, Hai Duong provinces and Hanoi city. The third one is the Theme “Research and application of the decentralized wastewater treatment system in Vietnam”. It has been applied successfully in Dien Chau town, Nghe An. The project’s application has been deployed in Xuyen Moc, Toc Tien districts, Ba Ria - Vung Tau province; Nghi Son - Thanh Hoa province; Song Hong Garment Company, Nam Dinh.The project for "the development of effective and appropriate wastewater treatment system to the dispersed community has been deployed. It won the second prize of Invention Competition 2013. The last one is the Theme of“Research and application of assembled embankment base for for protection of shore and dyke”. This product was issued Certificate of Product quality Verification by Quality Assurance and Testing Centre 3 (QUATEST 3) - Directorate for Standards, Metrology and Quality. All leading professors, academicians, doctors in irrigation appreciated and considered it as a solution of technology, technique, creativeness with many new features bringing high economic and technological efficiencies and being able to overcome the disadvantages of the traditional embankment bases. The National Intellectual Property of Vietnam accepted the valid application for the product. Busadco has deployed manufacturing, supplying and installing the technological product “assembled embankment base for for protection of shore and dyke” for Thai Binh province and Ho Chi Minh City.

Under the guidance of the captain - Hero of Labor – Dr. Hoang Duc Thao, Busadco has had a new position in production and business. He shared: “The market mechanism is very harsh, so it is not enough if there is only passion and will of dedication. It is necessity to be creative, innovative in the ways of thinking and doing, especially we have to balance the budget, use turnover to cover the expenses, master the technology, orient the market, make the investment decisions reasonably in order to maintain and regenerate the production towards sustainable development. The passions for scientific research of Mr. Hoang Duc Thao as well as his staff come from the heart to the worker, the sharing of joys and sorrows with the workers and the responsibility of a leader to their physical and spiritual needs. These displeasing and pressing of unsolved environmental problems also motivated and gave him the moral strength in research and creation process. The resonance of above factors has continuously leaded Busadco to come to the pinnacle of science and technology with Busadco’s scientific and technological products winning national and international prizes.
Over the years of construction and development, Busadco has affirmed the brand name with the leading technology products in the drainage sector. Busadco’s technological products have been widely applied in 48/63 provinces and cities all over the country (there were 14 provinces, cities promulgated the policy on applying Busadco’s technology in their entire area) and initially exported to Malaysia and Laos.

Mr. Hoang Duc Thao is called the President cum General Director of the kindness. The mind, affection are the destination that he always aims to. He has taken care of his workers’ physical and spiritual lives; he has opened his heart for poor children as well as the underprivileged lives; He has also given gifts to poor families on every Tet holiday with his sincere heart. He together with his company union often visit, encourage and give the support to all activities of charity, taking care of Martyr’s Mother for units in and outside the province as well as in the company with the amount over 1.2 billion /year.
With his contributions of intelligence and constant creativity, Mr. Hoang Duc Thao received many noble rewards from the Party and Government such as: the Title of Hero of Labor, the Labor Medals of First – rate, Second – rate and Third – rate from the Prime Minister, the Ministry of Science and Technology of Vietnam; He also received hundreds of merits, certificates and emulation titles offered by Ba Ria - Vung Tau People’s Committee as well as the Ministries such as: 02 WIPO prizes and 02 Gold medals with Cetificates of International invention organization; 07 VIFOTEC prizes form 2004 to 2013; Vietnamese Typical Businessman (in 2013); 03 WIAF Prizes (World Inventor Award Festival) awarded in Korea in 2014; Heradry and title of “Bunisessman follows/following Uncle Ho’s advice” (in 2014); 05 titles and gold medals offered by international and national organizations: … In the future, the Labour Hero Hoang Duc Thao will devote more in scientific research so that his themes can be risen more in the international market. The success and direction are ahead. For sure, by his ability, his heart and his stature, Dr. Hoang Duc Thao certainly can succeed more.
